Concrete & Asphalt Estimator – Turnkey Division

Location: Olney, MD

Projects: Washington, DC & Baltimore, MD

Type: Full-Time

Compensation: $90,000 – $110,000 (depending on experience)

About the Role

R&R Contracting Utilities is seeking a Concrete & Asphalt Estimator to support and scale our growing paving and concrete division.

This role owns estimating for concrete and asphalt scopes, from early budgeting through final bid submission, and plays a critical role in pricing strategy, production assumptions, and margin protection.

This is a seat with real responsibility, visibility, and performance-based upside. You will work directly with leadership, project management, and field operations to ensure estimates are executable, competitive, and profitable.

What You’ll Do

Lead estimating for concrete and asphalt scopes, including:

- Asphalt paving (base, binder, surface courses)

- Milling and surface preparation

- Curb & gutter, sidewalks, and flatwork

- Structural and reinforced concrete (as applicable)

- Subgrade preparation and aggregate base installation

- Patching, repairs, and phased roadway work

- Striping, signage, and final surface restoration

Estimating & Pricing

- Perform detailed quantity takeoffs for asphalt, concrete, and related scopes

- Develop crew-based labor production rates for paving and concrete operations

- Build pricing for labor, equipment, materials, trucking, and subcontractors

- Analyze plans, specifications, schedules, and phasing requirements

- Account for compaction factors, yield assumptions, and material waste

- Build accurate budgets, bid summaries, and scope breakdowns

- Identify scope gaps, exclusions, and risk items

Pursuit & Preconstruction Support

- Support pursuit strategy, alternates, and value engineering

- Coordinate with PMs and Superintendents on phasing, sequencing, and traffic control

- Participate in scope reviews, handoff meetings, and post-bid analysis

- Assist with change order pricing and budget reconciliation post-award

Accountability

- Protect margins through accurate production assumptions and cost modeling

- Balance competitiveness with execution reality

- Maintain alignment between estimate, budget, and field performance

- Continuously refine pricing using job cost history

What We’re Looking For

- 3-5+ years of experience estimating concrete and asphalt construction

- Proven experience bidding paving, roadway, and concrete scopes

- Strong background in public and private work

- Deep understanding of production rates, logistics, and material supply constraints

- Ability to manage multiple bids simultaneously without sacrificing accuracy

- Familiarity with DC, Maryland, and regional specifications

- Bachelor’s degree in Civil Engineering, Construction Management, or equivalent experience

Tools & Skills

- Advanced Excel (required)

- Strong plan/spec interpretation and quantity takeoffs

- Knowledge of job costing and construction accounting

- Experience with Foundation or similar construction ERP preferred

-Stack Software experience (stackct.com)
