Field Recruiter – Construction Staffing (Bilingual)

Location: In‑Person | Maryland (Office & Field‑Based)

Pay: $25.00 – $30.00 per hour (DOE)

Job Type: Full‑Time | Hourly, Non‑Exempt (W‑2)

Schedule: Early mornings required

Department: Human Resources / Recruiting

Reports To: HR Manager

About the Role

R&R Contracting Utilities is hiring a bilingual Field Recruiter to support fast‑paced construction staffing operations across the Maryland area. This is a hands‑on, field‑driven recruiting role, not a desk job.

You will be responsible for early‑morning dispatch support, in‑person recruiting in the field, and onboarding construction workers to meet urgent and same‑day staffing needs. The ideal candidate is fluent in Spanish and English, comfortable working early mornings, and energized by face‑to‑face recruiting in the construction community.

Key Responsibilities

Early‑Morning Staffing & Dispatch Support

• Provide staffing and placement support between 4:00 AM – 1:00 PM (ET)
• Handle same‑day and short‑notice labor requests
• Manage and respond to an assigned recruiter phone line
• Communicate job assignments clearly to workers and internal teams

Field Recruiting & Community Outreach

• Recruit construction labor in the field (job sites, labor pickup areas, community locations)
• Conduct face‑to‑face outreach with potential candidates
• Build relationships with workers, foremen, and crew leaders
• Post physical job advertisements at approved high‑traffic locations
• Travel daily throughout Montgomery County, Prince George’s County, and surrounding areas

Office Recruiting & Onboarding

• Assist candidates with in‑office onboarding and paperwork
• Coordinate start dates and job assignments
• Ensure accuracy and completion of hiring documentation

Recruiting Operations Support

• Represent R&R Contracting Utilities professionally in the field and office
• Communicate effectively in Spanish and English
• Track recruiting activity and hiring progress
• Support urgent staffing needs and special recruiting initiatives as needed

Required Qualifications

• Fluent in Spanish and English (verbal communication required)
• Valid driver’s license and reliable transportation
• Willingness to work early mornings and flexible hours
• Ability to travel locally on a daily basis
• Strong interpersonal and communication skills
• Self‑motivated with the ability to work independently
• Comfortable working outdoors and in active construction environments

Preferred Qualifications

• Prior experience in recruiting, staffing, or construction
• Experience recruiting hourly or blue‑collar workers
• Familiarity with labor dispatch or high‑volume hiring environments
