R&R Contracting, a WBENC-certified Woman-Owned Business Enterprise, is expanding its water, sewer, and traffic control work across Central Pennsylvania, anchored by repeat projects in Lancaster and Dauphin counties.
R&R Contracting Utilities, Inc., a Woman-Owned Business Enterprise led by President Jennifer DiPietro, is expanding its presence in Central Pennsylvania after a milestone year.
In May 2026, R&R introduced a new brand identity and formalized a two-practice service framework reflecting its direct, disciplined approach. In August, the company earned WBENC certification — the national woman-owned business certification — adding to its existing regional certifications with the Maryland Department of Transportation, Baltimore City, Baltimore County, and WSSC. DiPietro called it "the most significant credentialing step in the company's history," noting it allows private owners, developers, and multi-state general contractors nationwide to count R&R toward supplier-diversity commitments.
R&R operates three divisions — skilled labor for water and sewer construction, turnkey concrete and asphalt restoration, and turnkey traffic control — and is growing roughly 50% year over year.
In Central Pennsylvania, Lancaster County has been R&R's anchor, with repeat work for the Elizabethtown Area Water Authority (water main replacement, Phases 1 and 2) and the Lancaster Area Sewer Authority (Upper Little Conestoga Rehabilitation, Phase 5). In Dauphin County, R&R crews have performed traffic control in the Harrisburg area since July 2026.
Statewide, R&R's Pennsylvania projects include work for Pennsylvania American Water, Chester Water Authority, the Borough of Kennett Square, Lehigh County Authority, Parkland School District, Upper Hanover Township, Upper Dublin, Berks County, Northampton Bucks County Municipal Authority, and the Pittsburgh Water and Sewer Authority.
Looking ahead, DiPietro says Central Pennsylvania — particularly Lancaster, Dauphin, York, and Lebanon counties — is a deliberate growth market, driven by lead service line replacement mandates, aging water and sewer infrastructure, and traffic control needs.
R&R holds a full slate of diversity certifications — WBENC, WBE, MBE, DBE, and SLBE — giving clients multiple ways to count R&R's work toward their participation goals.
