On-Call Utility Contract Crews | R&R
24-hour on-call crews for emergency and routine water, sewer, gas and electric maintenance across Maryland and D.C.
Baltimore Gas and Electric keeps R&R on standing call across its Central Maryland territory — a crew moving within 24 hours of a work order, gas leak or downed electric line included. The contract has run through multiple renewals since it started, and R&R has held it with zero safety incidents on any deployment.
R&R Contracting Utilities builds that same kind of standing arrangement for other utilities, municipalities, general contractors and federal agencies across Maryland and Washington, D.C. As an on-call utility contractor, R&R custom-builds maintenance agreements that put OSHA-trained crews on call for emergency work, routine maintenance, and the service-when-requested jobs that fall in between — on water, sewer, gas and electric systems alike.
Emergencies
A water main break, a sewer collapse, a gas leak — every hour a system stays down costs the owner money, and on a gas or electric line, it raises the risk along with the cost. That's when R&R functions as the emergency utility repair crew: on the work order the day it comes in, trained and equipped to solve the problem rather than just contain it until someone else arrives.
Routine Maintenance
A system that gets routine attention breaks down less. Beyond emergency response, R&R functions as a water and sewer line maintenance contractor for clients who want inspection, minor repair and small upgrade work scheduled ahead of failure instead of reacted to after it.
Unforeseen Needs
Storm damage and other unplanned events don't wait for the next maintenance window either. R&R responds to those on the same on-call basis, fast enough that a washed-out section or a downed line doesn't turn into a bigger repair by the time a crew arrives.
What an On-Call Contract Looks Like at BGE
Under its standing contract with BGE, R&R keeps a bench of laborers, equipment operators and foremen ready across Central Maryland. Work orders come in on a rolling basis; R&R sizes the crew to the job, from four people on a targeted gas leak repair up to twenty or more on a larger electric conduit replacement, and deploys within 24 hours either way. The scope runs from gas line excavation and electric conduit trenching to pavement cutting and restoration and the traffic control that has to go up around an active repair — all of it staffed under BGE's own contractor safety program, with OSHA certification, drug testing and background checks required on every crew member sent out.
A Utility Staffing Partner Since 1992
R&R Contracting began in 1992 as a labor and on-call utility contract provider for local construction projects, and the company has grown from there into staffing for some of the larger, more complex infrastructure work in the region. R&R Contracting Utilities is led by Jennifer DiPietro, our President and owner, and holds Minority Business Enterprise (MBE), Women's Business Enterprise (WBE), Small Local Business Enterprise (SLBE) and Disadvantaged Business Enterprise (DBE) certification.
Where R&R Works

Get a Crew on Standing Call
Tell R&R which systems need coverage — water, sewer, gas, electric — and how fast a crew needs to move when something breaks. Contact R&R to set the terms of a maintenance agreement built around them.
Does R&R only handle emergency calls, or routine maintenance too?
Both. The same on-call agreement covers scheduled inspection and minor-repair work alongside emergency response, so a client isn't running two separate contracts for one system.
How fast can R&R get a crew to an emergency?
Within 24 hours of the work order under a standing on-call contract — often faster, depending on scope and location.
Is R&R the utility maintenance and repair contractor we'd deal with directly, or does someone else run the work?
Depends on the client. For a utility like BGE, R&R staffs the crew under the utility's own safety program and work-order system. For a GC or municipality, R&R can either staff to an existing spec or help build the maintenance agreement itself.
